English Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that 60% of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England announced its asset disposal plan included the sale of a shopping centre in Rainham and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Increases and Wider Financial Strains

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to increase local levies next April to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both improved services and financial savings,” said a council leader.

He added: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of regional authorities recently also found council budgets being strained by the increasing figures of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (IMD) for English councils, many key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties confronting local leaders across key cities in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
